Habitat for Humanity Hong Kong (Habitat) is currently seeking a talented individual for the role of Officer, Marketing & Communications. Reporting to the Manager, Marketing & Communication, you will play an essential role in supporting the development, coordination and delivery of Habitat’s key marketing activities. You will be responsible for delivering specific marketing initiatives and projects that will enable Habitat to grow its reputation, raise its profile, and build our community of support.

Collaboration is central to how we operate as a team. The Marketing & Communications Officer will work closely with colleagues throughout the organisation, to implement impactful marketing campaigns, to identify and drive key audiences to our services and to gather and interpret insights gained from our digital analytics and market research.

Key responsibilities include:

Marketing, Communications & Brand Building

  • Implement innovative and successful marketing activity across digital and traditional channels.
  • Project manage and coordinate innovative marketing campaigns that help to promote engagement and build the Habitat brand using a range of channels and media.
  • Draft bilingual (Chinese and English) copy for social media. Ensure content is accurate, precise and complete; correct in terms of spelling, grammar, punctuation, and editorial style; and maintain a consistent tone and voice.
  • Review, update and maintain brand collaterals and communications materials.
  • Update and maintain stock of branded promotional items as appropriate.
  • Update and maintain Habitat Hong Kong’s website.
  • Provide marketing support for fundraising and volunteer events, including producing materials as needed.
  • Liaise with vendors, production agencies, and media as appropriate.

    Qualifications, Skills & Experience:

    Qualifications

    • Degree holder in communication, marketing, PR, social media, new media, journalism, business administration or other relevant discipline.
    • 2 to 3 years of marketing & communications experience, preferably in the non-profit sector.

    • Proven experience in digital marketing an/or digital fundraising.

Reporting to the Assistant Manager, Individual Giving & Events, you will play a crucial role in developing and coordinating programmes and events that engage community members, including volunteering activities, youth engagement initiatives and fundraising events.     Key responsibilities include:

    Community Engagement

    Habitat for Humanity Hong Kong (Habitat Hong Kong) is currently seeking a talented individual for the role of Senior Officer / Officer, Programmes. Reporting to the Senior Manager, Programmes, you will play an integral role in running our domestic programmes in Hong Kong. Working collaboratively with the Partnerships & Public Engagement Team and Finance Team, you will be responsible for planning, implementing, and monitoring efficient and impactful domestic programmes, while effectively managing key relationships with beneficiaries, volunteers, NGO and other programme delivery partners.

    Key responsibilities include:

    Planning & Execution

    • Support the Senior Manager, Programmes to develop and execute, strategically aligned and impactful domestic programmes.

    • Undertake and oversee the development and implementation of special projects or responsibilities as assigned.

    • Provide end-to-end support for assigned domestic programmes, including providing pre-, during- and post-activity coordination and administrative tasks including all relevant beneficiary, NGO and construction partner preparation, liaising with and coordinating volunteers where necessary.

    • Ensure quality control, excellent standards and risk management policies are consistently applied to all domestic programmes and ensure that all programme stakeholders, operate in a highly professional manner exemplifying Habitat guidelines, standards and mission.

    • Work closely with Programmes Team and Partnerships & Public Engagement Team colleagues, and depending on the programme, provide high-quality, rewarding and life changing volunteer experiences, contributing to the expansion of the number of volunteers whilst increasing and deepening long-term volunteer engagement.

      Monitoring and Evaluation

      • Implement evaluation systems and metrics for our existing programmes to ensure they are delivered for impact and desirable outcomes.

      • Working with Habitat Hong Kong and Habitat International colleagues, ensure Habitat’s local programmes monitoring and evaluation processes adhere to strategic funders’ policies and reporting requirements.

      • Evaluate our programmes’ effectiveness to identify areas of enhancement for ongoing development and continuous improvement.

      Cross-Team Collaboration

      • Through content sharing, help develop creative and compelling concept notes and proposals for use by the Partnerships & Public Engagement Team, designed to drive new supporter acquisition and donor retention.
      • Work closely with Habitat Hong Kong Partnerships & Public Engagement Team to ensure the ongoing delivery of engaging and captivating stories to encourage support from donors and volunteers.

      You will be a passionate expert at brand building within the charity sector as well as an all-round, experienced marketer. You will inspire the team to create and deliver integrated, insight-led brand and marketing strategies which will transform audience perceptions and behaviour, delivering organisational strategic objectives. You will bring your experience in digital and creative communications strategy to deliver impact across Habitat for Humanity Hong Kong’s campaigns, events, fundraising and public policy activities. With a broad range of skills and knowledge, including digital marketing, online campaigning, project management, storytelling, media relations and content strategy and planning, you’ll also have experience in supporting multi-disciplinary teams and managing budgets, suppliers and consultants, and the ability to provide clear strategic direction as to how the organisation can best use digital, design and multimedia for increased engagement.

      Key responsibilities include:

      Marketing, Communications & Brand Building

      • Provide a strategic overview and evaluation of all brand and marketing projects and campaigns against KPIs, reporting progress and return on investment, ensuring lessons learnt are shared with stakeholders and feed into the design of future projects.
      • Develop marketing tools to enable our teams and board of directors to articulate our messaging to a wider audience.
      • Manage budgets and develop the investment case for new opportunities as required.

        • Contribute to organisational level decision-making.
        • Provide marketing and communications support to colleagues and the Senior Leadership Team and other key stakeholders including Board Directors and Committee Members, liaise with external partners and ensure all marketing materials align with brand guidelines.

        根據 2022 年 Demographia International Housing Affordability 報告指,香港已連續第 12 年被評為世界上樓價最高企城市。 香港逾165 萬⼈⽣活在貧窮線下,住房 保障是現時香港最緊迫的議題之一。 但現時⼟地供應稀缺、加上當前的住宅開發無法滿⾜市場對經濟適⽤房屋的⾼需求 ,香港公營房屋的平均輪候時間已達至六年來最⾼⽔平。 此外,⽬前以過渡性住房方式增加房屋供應的措施亦面臨交通不便捷以及社區空間與服務供應不⾜的挑戰。

        以家為本 :營造本港可持續居所 (HiP) 由香港⼤學建築學院名譽教授、城市生態設計研究室主任杜鵑博士構思與領銜,旨在研究和設計位於城市中⼼的替代性房屋解決⽅案和包容性社區空間,配合便利公共交通和公營機構的支援以提供理想住屋環境。 該項⽬研究如何利⽤大量在黃金地段暫時空置或正等候重建的建築物營造優質住房空間 ,為⼈⼝需求高的地區提供社區空間和服務。 香港大學城市生態設計研究室 (Urban Ecologies Design Lab – UEDL) 與 香港仁人家園 (Habitat for Humanity Hong Kong) 合作 改造了位於尖沙咀佐敦地區的⼀棟空置居住大樓的其中四層作為示範,為緊急住房和社區設施提供優質而便利的空間及解決策略。 HiP 提供的應急居所和社區空間將讓⾮牟利組織每⽉通過膳⾷分配、法律諮詢和家園改善培訓等活動為區內居⺠提供服務。

         

        香港⼤學城市⽣態設計研究室主任 杜鵑教授指:「除了在遠郊或填海⼟地上建造樓宇 外,我們迫切需要創新的解決⽅案來應對香港的住屋危機。 我們提出⼀種替代性的建 築和城市設計模型,可以作為未來城市空置建築改造的參考:通過升級破舊的結構、去 除有毒物質、改善室內⾃然通⾵和採光以減少⽤電量,並於空間中嵌⼊⾼質量而亦可 重複使⽤的建築組件。本項⽬旨在對環境、經濟和社會這三個層面為城市的可持續發 展帶來積極影響。」

         

        HiP 的應急居所和社區空間是多年期項目「以家為本:營造本港可持續居所」的重要 部分。該項目為中國銀行(香港)所資助的兩個香港大學社會影響項目之一。 「以家為本」項目的下⼀階段是推出家園改善系列和在線教 育平台,旨在傳播住房知識和提⾼目前居住在分間樓宇單位 (俗稱劏房) 和其他不合標準住屋中居民的⽣活質量。 這一項目的執行周期為2020 年12⽉⾄2023 年11⽉。

        城市生態設計研究室

        嘉民集團於2022年「國際婦女節」宣佈透過嘉民慈善基金會與香港仁人家園( 下稱「仁人家園」)合作,共同舉辦2022年 Women Build活動。 仁人家園於1991年成立國際性活動Women Build,旨在匯聚世界各地的義工參與仁人家園社區服務項目,協助婦女、兒童和弱勢社群脫貧自立、重展新生。

        是次合作將透過三個項目為兩家香港本地慈善機構「母親的抉擇」及「融幼社」的設施進行翻新工程,以支持在香港缺乏家庭支援的弱勢婦女和兒童。

        香港仁人家園總幹事Jo Hayes表示:「香港仁人家園很榮幸與嘉民集團合作此項活動。近二十年來,仁人家園一直致力透過各類修箿、翻新與清潔項目服務本地社區。作為香港房屋服務領域主要的非牟利機構,仁人家園將繼續擴展公共政策活動,協助改善不符合標準的居住環境。」

        嘉民集團貫徹「Making Space for Greatness」的品牌使命,透過2022年Women Build活動改善香港社區內婦女、兒童和弱勢社群的健康及生活品質。 嘉民將為是次合作提供資助,並為翻新工程提供規劃及設計支援。

        母親的抉擇經營一所懷孕少女宿舍和幼兒之家,為無法獲得家人照顧的兒童及其幼女提供庇護。 嘉民集團與仁人家園將翻新幼兒之家的外部區域,為在內受照顧的嬰兒及有特殊需要的兒童提供一個更安全、更溫馨的環境。

        透過融幼社支援外籍傭工

        外傭是本港規模龐大的女性社群,融幼社營辦的社區中心及庇護中心均專為她們而設。 嘉民集團與仁人家園將為融幼社設於大角咀的社區中心進行優化,以提供更佳的環境及設施,讓融幼社提昇其輔導、教育和醫療服務。 項目亦同時包括優化其現有的庇護中心,該中心專為無家可歸的外傭及其新生嬰兒提供暫時的棲身之所。

        Habitat for Humanity Hong Kong [“Habitat Hong Kong”] welcomes the Chief Executive’s policy announcements around long-term plans to increase land and housing supply. The CE noted that many view the poverty problem of Hong Kong to be a housing problem, and we couldn’t agree more. As a foundation from which to access employment, education, and health services, housing can be a pathway out of poverty and a strong driver of socio-economic inclusion. Stable and adequate shelter can be key to improving people’s health, well-being, and ability to thrive. We welcome the announcement of increased public and transitional housing supply. We put forward suggestions below to further the implementation of housing policies informed by the right to adequate housing.

        Urban Renewal and Community-based Planning

        Habitat Hong Kong recognises that new urban renewal initiatives aim to enhance the efficient use of land and improve residents’ quality of living. As areas are renewed however, there is risk that land and housing prices may increase, putting pressure on landlords to increase rents. The areas under study by the URA for urban renewal – Yau Ma Tei, Mong Kok, Tsuen Wan, and Sham Shui Po – have some of the highest concentrations of subdivided flats. To mitigate potential negative effects of gentrification on tenants the government should incorporate community participation in decision-making and planning processes. Residents are best placed to contribute place-based knowledge and context vital to creating an inclusive community for the benefit of everyone. The government can support a shared vision of redevelopment that values the health, well-being, and inclusion of all residents, along with increased economic activity.

        Redevelopment and Resettlement

        We support the redevelopment of buildings over 50 years old so that residents may improve their living conditions, but would like to express our concerns regarding tenant relocation. The Alliance for Better Re-housing Policy documented gaps in tenant access to resettlement protections due to third party actions. Some landlords who receive a clearance order from the government resort to informal means, such as cutting off water and electricity supply, to force tenants out of their flat instead of following the formal court processes. Lacking a court order, tenants are blocked from petitioning for temporary housing and thus unable to access the protections available to those being displaced by government actions.1 This situation highlights the need for taking care in relocating tenants. The government should review the current resettlement policy, broaden its scope, provide relocation subsidies to all tenants affected by government relocation actions, and launch public consultations to identify other gaps in protections.

         

        Northern Metropolis

        The development of an extensive new metropolitan area brings with it the necessary displacement of residents. If not managed carefully, large-scale displacement can result in the disintegration of community, the loss of employment opportunities, and the risk of further impoverishment for vulnerable people.2 A home is more than simply four walls, and residents with great attachment to their current place and location of residence may experience pain and hardship when displaced. With these concerns in mind, the government should take great care in preserving aspects of life affected by being resettled such as communities and livelihoods, in addition to ensuring adequate financial compensation to individuals relocated by this development.

        In developing rural areas in the New Territories, the government should consider revisiting the “Small House Policy (SHP)” through a gender equality lens. Whilst it is unclear the role this policy may play in development of the Northern Metropolis area, such large-scale change and development could be a fresh opportunity to address this explicitly discriminatory policy against female indigenous villagers. The government should ensure that women are represented in decision making bodies that oversee the creation of housing policies at all levels of government.

        Climate Resilient Housing

        Globally, it is the most vulnerable and most inadequately housed that often experience the greatest brunt of rising temperatures and other extreme weather. As part of a strategy to reduce carbon emissions, the Chief Executive put forward the goal to reduce the electricity consumption of residential buildings by 20-30% by 2050. In developing new affordable housing, the government might consider designing climate change resilient buildings that incorporate structural designs to help reduce heat inside buildings and other climate resilient innovations.

         

        Barrier Free Access and Aging in Place

        In 2008, the Buildings Department strengthened the Design Manual on barrier free access. Yet the implementation of proper design requirements lags. When homes and facilities are not accessible, members of our community experience exclusion and discrimination. We support the CE’s intention to increase services to enable the elderly and persons with disabilities to age in place. Numerous community organizations, including Habitat Hong Kong, are undertaking initiatives to this end. However, while a home with structural modifications is a start, barriers still exist when community facilities are not accessible – i.e. pavement kerbs are not sloped, stores and health care facilities do not have ramps, tactile guides are lacking etc. The government should ensure that barrier free and/or universal design is incorporated into all buildings and community facilities to promote equitable use and independent living both inside and outside the home.

        Inadequate Housing Conditions

        The CE focused on a long-term vision for the future and declined to address the immediate improvement of inadequate housing conditions, specifically in SDUs and other substandard housing. Yet this topic is of urgent importance. The tenancy control ordinance for subdivided units (SDUs) under consideration in LegCo is a step toward improving affordability and secure tenure for tenants. The HKSAR Government should build on this progress by putting forward measures to both incentivise and enforce upkeep, repairs, and hygienic conditions to mitigate the further decline of SDU housing conditions that in many cases are already dire.

        Habitat Hong Kong would welcome a dialogue with the administration on measures to improve living conditions in SDUs and the consideration of minimum standards we submitted to the CE’s office prior to the policy address.

        Habitat for Humanity Hong Kong is grateful to have had the opportunity to present to the Task Force last October on tenancy control models implemented overseas and alternative models for providing social housing, and etc.

        On 31 March 2021 the Task Force for the Study of Tenancy Control in SDUs released their report of recommendations to the Government.

        We welcome the Task Force’s recommendation of a written, ‘standard tenancy agreement’ with mandatory terms aimed at increasing protections for SDU tenants. We see this as a large step to increasing security of tenure and decreasing the vulnerability of tenants. If the Government takes up this recommendation into legislation and is able to effectively implement it, tenants will no longer need worry about random or forced eviction for two years and potentially up to four years, and they will also be in a stronger position to access due process and legal remedies. Coupled with a knowledge sharing platform to communicate this new and relevant information, ideally, tenants with standard tenancy agreements will gain legal footing and thus be better positioned to explore and seek fair resolutions when there are disputes with landlords. This situation would be a vast improvement over the current situation in which SDU tenants who lack legally recognized tenancy agreements have little voice or protection within the tenant-landlord relationship and must either defer to their landlords on every issue or risk negative consequences including eviction at any time. 

        In our conversations with social workers and SDU tenants, we hear over and over again that the affordability of rental costs has been and remains a top concern. The proposed cap on the rate of rent increase is positive, however we share concerns around the lack of recommendations on initial rent costs and other potential fees (deposit, etc). Without a limit on starting rents, it is easy to conceive that they will only increase imposing further financial difficulties on all (especially, as the report points out, in the short term before and during the planning and implementation stages).

        As an organization focused on housing and living conditions, we were heartened to see the study suggest the Government consider making repair and maintenance costs tax deductible, or giving SDU owners a subsidy to maintain flats without passing on increased costs to tenants. This suggestion was put forward as one means of offsetting a common unintended consequence of implementing tenancy control – landlords disincentived to maintain or improve their properties when not permitted to increase rents accordingly. We also noted the difficulties in imposing habitability and repair obligations, and the balance of responsibility between landlord and tenant in this regard. We look forward to further Government consideration around ways to improve SDU housing conditions and incentivize landlords.

        The Task Force recommendations may not be as comprehensive as had been hoped for by many, but we hail the promise of change in the right direction. There is still a long path of work to be done. We look forward to the Government’s serious consideration of the Task Force recommendations, and their adoption into legislation within the current legislative session.

        Relevant excerpts from the report:

        94. For example, on maintenance, the study suggests that the Government may allow the cost of repairs and maintenance to be tax deductible or give SDU owners a subsidy for the purpose. To prevent SDU landlords from passing the relevant costs to tenants, the Government may consider requiring all expenses apart from the rent be included in the tenancy agreement and limit such expenses to a percentage of the rent. Furthermore, the study considers that rent control could tackle the issue of information inadequacy in the SDU rental market and lower the rental costs of SDU tenants. (p. 74) 123. Difficulties in imposing “habitability” and “repair’ obligations – Save for the fulfilment of “fitness for habitation” at the commencement of the lease and unless contractually agreed, the common law does not impose upon landlords any positive obligation to repair or otherwise maintain the physical condition of the premises as an ongoing concern. The implied obligation to give the tenant “quite enjoyment” at common law does not generally impose any positive duty on the landlord to conduct repairs or ameliorate a problem which occurs during the lease. The rationale behind is – (a) a tenant rents a premises “as is” at the handover, and would be assumed to be content about its condition by conducting inspections before entering into a lease; (b) very often, any adverse conditions, such as dampness and presence of vermin, are assumed to have been reflected in the level of rent agreed;(c) risk passes once the tenant takes possession. After commencement of a tenancy, a landlord would no longer have much degree of supervision and control over the premises. It is also considered justifiable and convenient that the tenant shall undertake to sort out minor problems since they will be within his reach and capability; and (d) it is often difficult to prove who is at “fault” for defects that emerge later, and whether the property damage was caused by the tenant’s negligence, misuse or “waste”. (p. 83) 124. Even if some mandatory minimum obligation is to be imposed on landlords, setting an objective standard across the board for compliance is no easy task. The meanings of “tenantable” or “habitable” conditions in a dwelling can be relative and subjective. This may vary greatly amongst tenants of different sensitivity, tolerance and needs, etc. The living conditions amongst SDUs can also vary greatly. In the UK, attempts had been made to define “fitness for human habitation” by introducing a series of factors to be determined by local councils, and to require such to be provided by landlords on an ongoing basis. Yet, the provision has invited more questions and there are ongoing debates over what is exactly meant by “reasonably suitable for occupation”. The legal team suggests that if repair obligations are to be imposed on landlords, the law should specifically spell out the “items” to be maintained. The tenant should also be required to grant the landlord with reasonable access to the premises for the latter to carry out the repairs. (p. 84)

        In celebration of Habitat Young Leaders Build, we have invited one of our Development Committee members, Thomas Huang, to share why he decided to volunteer his time and expertise to the team and why he strongly believes that the younger generation can create an impact on the housing crisis in Hong Kong. Thomas is a young entrepreneur, co-founder and COO of Happyer.io, and our youngest committee member! He said, ”I think it will be the younger generation that will successfully address the housing crisis. The younger generation is hungry for change and is willing to do something about it”.   

          

        Thomas shared a story from his first volunteer experience with us when he went to his first Youth Build in mainland China, ”My mother always shared stories of her struggles, as a Cambodian refugee, escaping genocide and living without a home. It wasn’t until I went on my first Youth Build in rural China that I encountered homelessness first hand and saw the effects it had on struggling families. It felt so rewarding to provide homes, shelter and more importantly a sense of belonging for these families through fundraising, building and raising awareness around the cause”.   

          

        He continued to share how powerful the younger generation is and the impact that they can create. ”We have a superpower that those before didn’t have – interconnectedness and technology. We all have social media, phones, computers and new technology that’s emerging.  We can easily keep up with what’s going on around the world, see what’s working elsewhere and come together to replicate solutions to serious problems, like the housing crisis. We are very adaptable to new technologies and new ways of doing things, which give us an edge in coming together and making an impact”.   

          

        Thank you to Thomas for his continuous support, devoted time and expertise to Habitat Hong Kong. We appreciate his new and innovative ideas, which help us in achieving our vision of a world where everyone has a decent place to live. We hope his story can inspire more youth to make their mark in the world and become the changemakers of the future.

        香港仁人家園認同政府致力解決土地供應及房屋不足的複雜問題,並持續進行短期、中期及長期規劃,以提供未來的土地、公共及私營房屋。 我們認同政府在未來五年分配的公營房屋供應,但亦注意到預計的房屋數目遠遠低於現時需求的一半。 我們亦認同政府提供港幣10億元的資助,以改善破舊樓宇公用構築物的居住環境。

        財政司司長陳茂波在2月24日發表的2021-22年度財政預算案演說中, 估計未來5年的公營房屋產量為101,400個單位,其中約74,400個單位為公共租賃房屋。 此外,還有近24,000個過渡性住屋單位正在施工或預計2023年竣工。 據房委會網站顯示,截至2020年12月,一般公屋申請有153,900宗,非長者一人申請有99,500宗。 公屋申請總數近25萬宗,即估計的74,400個公屋單位及24,000 個過渡性住房單位,連目前需求的一半都無法滿足。

        2021-22年度的預算案並沒有包括解決劏房及其他不合標準房屋居民租金負擔能力的撥款。 很多劏房居民受到目前經濟不景氣的影響,但他們仍要支付收入的41-50%來支付租金及公共事業費用。 「劏房」租務管制研究工作小組已承認,劏房的高昂租金及多收水電費是主要問題。 仁人家園促請政府繼續向輪候超過三年的公屋申請人提供現金津貼,並考慮將金額提高至涵蓋整個綜援租金津貼。 此外,將計劃擴展至所有居住環境欠佳的家庭,以提供租金津貼,將有助減輕居民在經濟困難時期的經濟負擔。

        香港約有9,600幢樓宇建於40年前。 政府撥款港幣10億元, 資助舊樓業主進行渠務維修及改善公用地方的衞生情況,是令人鼓舞的一步。 舊樓的衞生及安全問題,往往是由於管理不善所致,尤其是三無大廈。 政府可以考慮撥出資源,讓樓宇管理及其他專業人員以兼職或臨時性的方式,為舊樓提供服務,解決衛生、消防、電力安全、排水、結構安全、窗戶維修等各種緊急維修需求。

        劏房的存在,在一定程度上緩解了住屋問題。 可惜的是,現在無人監管。 我們促請政府考慮撥款,將安全衛生檢查工作外判給私營部門的專業人士。
